Client: Washington County, TN Consultant: MarketingMel (Mary Ellen Miller) Award: PRSA Award of Excellence (top Prize) – Community Relations (at May 2025 PRSA Awards)

The Challenge

Washington County wanted to improve citizen understanding of local government operations. Inspired by Johnson City’s 101 program, county leaders sought to create a similar educational experience, accessible and engaging for all 15 county districts.

The Solution

MarketingMel led the development and expansion of Washington County 101, a four-week immersive course connecting residents directly with government departments and officials. After a successful 2023 pilot, the 2024 program was enhanced based on participant surveys and county feedback.

Program Highlights

· 21 residents selected (plus one infant!), representing every county district

· 4 Tuesday evening classes in July 2024

· Direct engagement with officials from departments like EMS, Planning, EMA, 911, and the Sheriff’s Office

· Interactive experiences including jail tours, live demonstrations, and historic stories from the County Archives

· Zero advertising budget – filled via press releases, word of mouth, and social media

· Certificates of Completion awarded at a formal graduation with county officials

Results

· 100% of participants would recommend the program to others

· Participants included both newcomers and longtime residents

· Unanimous support from the Washington County Commission

· PRSA Award of Excellence winner in 2025
